Challenge

A keystone program within NOAA’s Office for Coastal Management is the National Estuarine Research Reserve System, a partnership between NOAA and state programs. Each of the 29 research reserves throughout the country is assigned a NOAA liaison who acts as a program officer for these cooperative agreements. Due to the high-touch nature of this coordination role, staff are limited in how many reserves are assigned to them.

Solution

On behalf of NOAA’s Office for Coastal Management, several staff from The Baldwin Group were liaisons to national estuarine research reserve sites in the form of Technical Program Officers. Each officer provided technical assistance for developing and implementing management plans and meeting performance measures.
